The clause that earns its keep in Michigan

Michigan operates state air toxics rules that sit alongside the federal scheme rather than inside it. They apply health-based screening levels to toxic air contaminants at new or modified sources, through the state's permit-to-install programme, and they reach substances the federal hazardous air pollutant standards do not.
Read the trigger carefully, because it is structural. It is not a tonnage threshold you either exceed or do not. It attaches to the act of installing or modifying equipment. A plant that has been comfortably below every federal threshold for a decade can walk into a state permitting obligation by replacing a booth, changing a solvent, adding a line or altering an exhaust configuration — decisions typically made by production or maintenance, on operational timescales, without anyone consulting an environmental function.
That is precisely the gap ISO 14001 is built to close, and it is why in Michigan the clause worth investing in is not documentation. It is control of change: a defined point at which a proposed modification is assessed for environmental consequence before it is made, with the permitting question asked while it is still cheap to answer.
Detroit's scale makes this a volume problem rather than an occasional one. The metro carries 5,103 manufacturing establishments, 4,636 of them under 100 employees, heavily weighted toward metalworking machinery, machine shops and fabricated metal — sectors that change tooling, coatings and process equipment constantly. The modification rate is high, the environmental staffing is thin, and the trigger is sensitive. Those three facts together are the argument for a system.
Michigan's own environmental recognition designation is a separate matter and, at present, not a reason to certify. Its status is set out below.
The manufacturing base here
Detroit carries 5,103 manufacturing establishments, and 91% of them employ fewer than 100 people (4,636 of them, per US Census County Business Patterns, 2023). That puts it second by small-manufacturer base among the 28 markets we cover.
Almost every manufacturer here has been told they need IATF 16949 — and IATF's own published eligibility rules exclude service-only operations, contract-managing firms and off-highway work, which includes defense ground vehicles.
What Michigan does and does not require
Michigan's Clean Corporate Citizen designation names ISO 14001 more explicitly than most — its rules accept “registration or certification under an environmental management standard, such as ISO 14001,” a written system “consistent with the requirements of” that standard, or a director-approved sector system. Two things stop it being a reason to certify today. The programme is reported on the agency's own page as currently paused and undergoing revisions, with no stated end date, and we could not retrieve that page directly to confirm it character-for-character. And the rules cite the 2004 edition of ISO 14001, which has been superseded — so if the programme restarts unamended there is a live question about whether a 2015-certified site satisfies a 2004-referenced rule. Ask the agency rather than assume.

Possibly, and that is the point worth taking from this page. So a plant that has never had a federal permitting obligation can acquire a state one by changing a coating, replacing a booth or adding a line. Being below federal thresholds tells you about your federal position and very little about your Michigan position.
Which part of ISO 14001 matters most for us?
Control of change, by a distance, and it is usually the part that gets least attention. The standard asks you to control planned changes and review the consequences of unintended ones. In Michigan that is not a documentation exercise — it is the mechanism that catches a permitting trigger before the equipment is ordered. In practice it means a defined assessment point in your engineering or maintenance workflow, owned by someone who is actually in the room when modifications are decided. A system with beautiful documentation and no interception point will not prevent the failure that costs you money here.
Should we pursue Michigan's environmental recognition designation?
Not as a reason to certify right now. The designation does name ISO 14001 in its rules as one of several accepted routes, which is more explicit than most states manage. But the agency's own page reports the programme as currently paused and undergoing revisions, with no stated end date, and its rules cite a superseded edition of the standard — so even on restart there is an open question about whether a current certificate satisfies a rule written against the older edition. Build the system for the permitting exposure, which is real today, and treat the designation as a possible later bonus.
