ISO 9001 consulting for the nine in ten.

Almost every Detroit manufacturer has been told they need IATF 16949. Read IATF’s own eligibility rules and a great many of them could not obtain one if they tried.

We work in the Kansas City metro. Engagements here run remotely, with on-site visits at the points where being in the building changes the outcome — gap analysis, internal audit, and the certification audits themselves. We do not maintain an office in this market and would rather say so than imply otherwise.

The certificate you were told to get, and cannot have

Detroit's manufacturing base is 5,103 establishments, 4,636 of them with fewer than 100 employees (US Census County Business Patterns, 2023). Transportation equipment dominates the employment and the reputation. It does not dominate the establishment count.

On the Bureau of Labor Statistics' own quarterly census, transportation equipment accounts for about 10% of manufacturing establishments in this metro and roughly 46% of manufacturing employment. Metalworking machinery and machine shops together outnumber the entire transportation-equipment sector by a wide margin. Different survey, different universe from the figure above, and we are using it only for the share — but the shape it describes is real.

That is the first half of the argument. The second half is sharper, and it comes from the IATF itself.

IATF publishes eligibility rules, and they exclude a great deal of what serves the automotive industry from ever holding an IATF 16949 certificate. Not from selling to the industry. From holding the certificate. If someone has told you that you need one, the first question is whether you could get one at all.

Industry in Detroit

What IATF says, in its own words, about who cannot be certified

From the IATF Rules 6th Edition question-and-answer document, published 19 November 2024: “only organizations that manufacture and, where applicable, design and develop automotive products and vehicles are eligible for IATF 16949 certification.”

Three exclusions are then named explicitly. Service-only operations: “Organizations that only provide services such as sorting, kitting, testing, inspection, packaging, and warehousing … are not eligible for IATF 16949 certification.” Organizations that do not themselves manufacture: a firm holding the contract but outsourcing production. And parts for vehicles that are not automotive vehicles — where IATF's own worked example is “an organization that manufactures parts for off-highway vehicles.”

Read that last one against this metro. Off-highway covers agricultural, construction and mining equipment — and it covers defense ground vehicles, which in Macomb County is not a niche. Macomb County reports $3.21 billion in Department of Defense contracts to county companies in 2024 across 4,808 contracts, some 65% of Michigan's federal defense contract dollars, with more than 1,100 aerospace and defense companies in the county.

A supplier making a hull component, a suspension part or a drivetrain assembly for a tracked vehicle is doing serious, demanding, safety-critical work. IATF 16949 is not the standard for it, and by IATF's own definition never was.

Tooling and machine building: what we can say and what we cannot

Metalworking machinery — tool and die, machine tools, jigs and fixtures — is one of the two largest establishment blocks in this metro, alongside machine shops and turned products. Between them they substantially outnumber transportation equipment.

Here we are going to be more careful than most pages would be. IATF has published no ruling on whether tool-and-die shops and machine builders are eligible. We searched the Rules Q&A and the current IATF 16949 FAQs for tooling, die, mould, fixture, equipment, machine and prototype. There is no entry.

What IATF does define is automotive product: parts and processed materials manufactured to an automotive customer's specification and integrated into the vehicle. A die is not integrated into a vehicle. An assembly machine is not integrated into a vehicle. That is why tool shops in practice certify to ISO 9001 rather than IATF 16949 — but that is our reading of the definition, not a statement IATF has made, and if it matters to a contract you should put the question to your certification body in writing.

We would rather hand you a reading labelled as a reading than a fact that is not one.

What the OEMs actually ask of sub-tier suppliers

Ten OEMs currently publish IATF customer-specific requirements. The two that matter most here are worth quoting, because they describe a route that does not run through an IATF certificate.

Ford, at clause 8.4.2.3: “Where a sub-tier supplier is not third party certified to IATF 16949, Ford reserves the right to require the organization to ensure sub-tier supplier compliance with the ‘Minimum Automotive Quality Management System Requirements for Sub-tier Suppliers’.”

General Motors, at clause 8.4.2.5: “When a supplier to an organization is so small as to not have adequate resources to develop a system according to IATF 16949:2016 or ISO 9001:2015, certain specified elements may be waived…”

The sub-tier document Ford refers to describes itself as sections of IATF 16949 selected for supplier quality management system development, and points readers to ISO 9001:2015 for the process approach. It does not itself require an ISO 9001 certificate — we are not going to overstate it — but the shape of the expectation is clear enough: a well-run ISO 9001 system with the selected clauses layered on, not an IATF certificate the supplier may not even be eligible for.

What both OEMs stack on top is real and worth pricing in: capacity reporting, supplier risk management, layered process audits, and the AIAG special-process assessments — heat treat, plating, coating, welding, soldering, moulding. Those are assessments rather than certifications, and you should ask any consultant plainly whether they touch them. We build the quality system underneath; we are not an AIAG assessment house.

Michigan runs its own OSHA plan, and its own programmes

Michigan operates an OSHA-approved State Plan covering private-sector workers, and MIOSHA differs from federal OSHA across more than thirty general-industry standards and twenty construction standards. A compliance obligations register assembled from federal sources alone will be structurally wrong for a site here.

Michigan also runs two cooperative programmes, the Michigan Voluntary Protection Program and MSHARP. We read both, and we will tell you what we found rather than what would be convenient: neither mentions ISO 45001, or ANSI Z10, or any external consensus standard. MSHARP scores applicants against MIOSHA's own assessment tool. Star status requires an exemplary safety and health management system with injury and illness rates below the industry average for three years.

So no, ISO 45001 is not a route into MVPP, and anyone telling you otherwise has not read the programme pages. What is true is that the two measure the same thing — management commitment, hazard identification, worker participation, continual improvement — and a firm that builds one has largely built the other. That is convergence, not a citation, and we will describe it that way.

Devices, defense and the honest limits

The six counties carry roughly 50 FDA-registered establishments that actually manufacture medical devices, concentrated in Oakland County, plus a further 28 or so registered in other capacities. That is a genuine ISO 13485 market and a modest one.

It is also worth saying what it is not. Michigan's device cluster centre of gravity is West Michigan, not here — Grand Rapids alone has more registered device establishments than any single city in this metro, and Ann Arbor, which has more again, is in a different metropolitan area entirely. On defense: the Detroit Arsenal in Warren is the home of the Army's ground-vehicle command, which manages roughly 60% of the Army's total equipment. What we could not establish, and will not guess at, is which quality standard flows down to its supplier base. Neither the county's nor the region's published material names one. What we can say is that AS9100 is scoped to aviation, space and defense organisations, and ground-vehicle sustainment is not aviation — so the reflexive assumption that Detroit Arsenal work means AS9100 is at minimum unsupported. Ask what quality clause is in your specific contract. If the answer is AS9100 or CMMC, we do not offer either, and you should know that before the third call rather than after it.

How we work with companies here

A large share of the first conversations here are triage: establishing whether the certificate you have been asked for is one you are eligible to hold, and what the customer actually needs if it is not. That conversation is free and it is often the whole of the value.

Questions we get from companies in this market

Everyone tells us we need IATF 16949. Is that true?

Often it is not, and the reason is in IATF's own rules rather than in our opinion. IATF states that only organisations that manufacture — and where applicable design and develop — automotive products and vehicles are eligible for certification. It then excludes three groups by name: organisations that only sort, kit, test, inspect, package or warehouse; organisations that hold the contract but outsource the manufacturing; and organisations making parts for vehicles that are not automotive vehicles, where IATF's own example is off-highway. If you fall into one of those, the question is not whether IATF is worth the money. You cannot have it. ISO 9001 is not second best in that situation — it is the applicable standard.

We build dies and special machines for automotive plants. Which standard?

In practice, ISO 9001 — but we want to be precise about why, because this is a place where confident answers outrun the evidence. IATF has published no ruling on tooling and machine building. We searched the Rules question-and-answer document and the current FAQs for tooling, die, mould, fixture, equipment, machine and prototype and there is no entry. What IATF does define is an automotive product as something integrated into the vehicle, and a die is not. That reasoning is why tool shops certify to ISO 9001. It is our reading of the definition rather than an IATF statement, and if a contract turns on it, put the question to your certification body in writing.

We supply defense ground vehicle programmes. Where does that leave us?

Outside IATF, by IATF's own off-highway exclusion — and that is worth knowing, because Macomb County companies took $3.21 billion in Department of Defense contracts in 2024 across nearly 5,000 contracts. What we could not establish is which quality standard the Army's ground-vehicle command flows down to suppliers; no published source we could reach names one. So the honest advice is to read the quality clause in your own contract rather than assume. If it invokes AS9100 or CMMC, we do not offer either and we will tell you that immediately.

Does ISO 45001 help us into Michigan's MVPP programme?

Not as a qualification. We read the MVPP and MSHARP programme pages and neither mentions ISO 45001, ANSI Z10, or any external consensus standard — MSHARP scores applicants against MIOSHA's own assessment tool, and Star status requires an exemplary safety and health management system with rates below the industry average for three years. ISO 45001 is a perfectly good way to build and evidence such a system, and a firm that has built one has largely built what MVPP looks for. But it is convergence, not a route in, and we are not going to dress it up as one.

Is Ann Arbor part of the Detroit metro?

No, and neither is Flint, Monroe or Lansing — each is its own metropolitan area. Detroit-Warren-Dearborn is six counties: Wayne, Lapeer, Livingston, Macomb, Oakland and St. Clair. This matters more than it sounds, because Ann Arbor has more FDA-registered device establishments than any single city inside the Detroit metro, and a page that folds it in to make a device cluster look bigger has told you something about its standards. The same goes for the battery plant at Marshall, which is in the Battle Creek metro and not even in Detroit's combined statistical area.

Our EV programme was cancelled and we need non-automotive work. What do we need?

ISO 9001, almost certainly — and this is the one situation where the eligibility rules work in your favour. An IATF certificate is only usable inside automotive; it does not open a door in aerospace, medical, industrial or defense. ISO 9001 is the certificate that travels. If diversification is the plan, the quality system that supports it is the one built to a general standard, and the sooner that is in place the sooner you can answer a new customer's supplier questionnaire without caveats.
