ISO 9001 does not qualify you for nuclear work — anyone who tells you it does is selling something. Two boundaries first: we build ISO 9001 systems rather than NQA-1 programmes, and we do not do IATF 16949, so Volkswagen flow-down is not our work.

We work in the Kansas City metro. Engagements here run remotely, with on-site visits at the points where being in the building changes the outcome — gap analysis, internal audit, and the certification audits themselves. We do not maintain an office in this market and would rather say so than imply otherwise.

The on-ramp, described accurately

Tennessee is putting public money into nuclear manufacturing, and Chattanooga is in it. In July 2025 the state's economic development department announced that Master Machine, LLC would expand its Chattanooga operations with an $11.7 million investment and 44 new jobs — the fourth company funded through Tennessee's Nuclear Energy Fund, and the first award outside Oak Ridge.

That has produced a familiar piece of local sales patter: get ISO 9001 and you are in the nuclear supply chain. It is not true, and the truth is more useful.

The Nuclear Energy Institute published NEI 22-04, revision 0, in May 2025 — a document titled, in effect, the use of ISO 9001 and other non-nuclear standards. It is on the NRC's public document system. It sets out how a licensee operating a 10 CFR Part 50 Appendix B quality assurance programme can procure safety-related components from a supplier whose quality system is ISO 9001:2015, using a gap assessment plus contractually imposed supplemental requirements.

So ISO 9001 is a recognised route in. But read the same document's own words on the limit: “ASME NQA-1 and predecessors … is the only quality assurance standard that the NRC has endorsed for compliance with requirements in 10 CFR Part 50 Appendix B.”

ISO 9001 is the on-ramp. NQA-1 is the destination. Conflating them is the fastest way to waste a year.

Two boundaries, stated before the argument rather than after it

We build ISO 9001 systems. We do not implement NQA-1 programmes. Most of this page is about NQA-1 because that is where this metro is heading and because the relationship between the two standards is genuinely misunderstood — but if what you need is a QA programme conforming to NQA-1 and 10 CFR 50 Appendix B, that is a specialist engagement and we are not the specialist. What we do is build the ISO 9001 system underneath it so the later work is a strengthening exercise rather than a rebuild.

We do not offer IATF 16949 consulting. Volkswagen's assembly plant is a large part of this metro's manufacturing identity, and automotive OEM supplier requirements run through IATF. If that is your flow-down, you need a different firm, and we would rather you knew that in the first minute than the third meeting.

Everything below is written on the assumption that you have read those two paragraphs.

What the on-ramp is actually worth, in months

Tennessee has put a number on this in its own published guidance for manufacturers, and it is the most quotable fact in this market.

Published state guidance for Tennessee manufacturers says saying plainly that ISO 9001 “is a general quality management standard that does not satisfy the nuclear-specific requirements.” Then it says what it is worth anyway: “Manufacturers with an existing ISO 9001 system have the documentation discipline and process structure already in place, which significantly reduces the effort required.”

The figures that guidance gives: a typical NQA-1 build-out runs nine to eighteen months, and firms already operating an ISO 9001 system land in the nine to twelve month range. Note what that does and does not say. At the top of the range it is a third off — eighteen months becomes twelve. At the bottom it is no saving at all. ISO 9001 takes away your worst case; it does not shorten your best one. We are spelling that out because the arithmetic is ours, not the source's, and a consultant who quotes you “half the time” has done the sum in the direction that suits them.

That is the honest commercial case, and it is a good one. ISO 9001 will not get you a safety-related purchase order. At the top of the published range it takes a third off the calendar between deciding you want that work and being able to accept it — and, unlike NQA-1, it is worth having on its own account for every other customer you serve while you get there.

Where the two systems diverge, and where they overlap

The overlap is larger than people expect. Document and record control, corrective action, internal audit, management responsibility, control of purchased items, control of measuring equipment, training and qualification of personnel — NQA-1's eighteen criteria and ISO 9001's clauses cover much of the same ground with different vocabulary. If your ISO 9001 system is real rather than decorative, that ground is already broken.

The divergence is in rigour and in a handful of requirements with no ISO 9001 analogue. Commercial grade dedication has no counterpart at all. Nor does the treatment of counterfeit, fraudulent and suspect items, or the reporting obligations under 10 CFR Part 21. Record retention requirements are of a different order. And NQA-1's expectations for the independence and qualification of auditors are considerably harder than clause 9.2.

Which means the sequencing advice is specific rather than general: build the ISO 9001 system so that its document control, records, corrective action and audit programme are already at a standard that will survive being tightened, rather than at the minimum that will pass a certification audit. That costs almost nothing extra at build time and saves a rebuild later.

The rest of the metro, and what it is not

The metro has 535 manufacturing establishments, 465 of them under 100 employees (US Census County Business Patterns, 2023) but a manufacturing workforce of nearly 38,000 — an unusual profile, meaning a small number of very large plants alongside a genuine small-supplier base.

Recent, dated activity beyond Master Machine: West Star Aviation announced a $32 million maintenance and overhaul expansion with 200 jobs in February 2025, and Microtex Composites announced its first US facility, $3.8 million and 26 jobs, in January 2025.

Two boundaries worth stating, because they change what “Chattanooga manufacturing” means. Wacker's polysilicon plant at Charleston is in Bradley County — the Cleveland, Tennessee metro, not this one. And Dalton's flooring cluster is in Whitfield County, Georgia — the Dalton metro. Both are in the wider combined region. Neither is in the Chattanooga metropolitan area, and copy that mixes them in is inflating the market it is describing.

One correction that locals notice immediately: TVA is headquartered in Knoxville, at West Summit Hill Drive. It has a substantial Chattanooga office on Market Street. Those are different things.

Tennessee runs its own OSHA plan, which changes the safety half

Tennessee operates an OSHA-approved State Plan — TOSHA — covering most private-sector workers as well as all state and local government workers. That is a real difference from Alabama, Georgia and Mississippi, all of which are under federal OSHA.

It matters for ISO 45001 because the compliance obligations register is the first thing an auditor looks at and the first thing a template gets wrong. It also matters practically for anyone doing nuclear-adjacent work, where the safety programme is under scrutiny from customers as well as regulators.

For a supplier building toward nuclear-qualified work, the on-site portion earns its keep in the audit programme. Auditor independence and qualification are where NQA-1 is hardest and where an ISO 9001 system built to the minimum fails first.

Questions we get from companies in this market

Does ISO 9001 qualify us to supply nuclear work?

No, and be careful of anyone who says it does. The NRC has endorsed ASME NQA-1 and its predecessors as the only quality assurance standard for compliance with 10 CFR Part 50 Appendix B — NEI's own guidance document says exactly that. What ISO 9001 gives you is a documented route in: NEI 22-04, published in May 2025, describes how a licensee can procure safety-related components from an ISO 9001:2015 supplier using a gap assessment plus contractually imposed supplemental requirements. It is an on-ramp, not a destination.

Then how much does ISO 9001 actually help?

Up to a third of the calendar, though the arithmetic is ours rather than theirs. What that guidance publishes are the ranges: a typical NQA-1 build-out runs nine to eighteen months, and manufacturers with an existing ISO 9001 system land in the nine to twelve month range. At the top of those ranges that is eighteen months down to twelve; at the bottom it is nine to nine, which is no saving at all. The honest version is that ISO 9001 removes the worst case rather than shortening the best one — and it does so because the documentation discipline and process structure are already there. Their guidance also says plainly that ISO 9001 does not satisfy the nuclear-specific requirements — both halves of that are true at once.

What does NQA-1 need that ISO 9001 has no equivalent for?

Commercial grade dedication, which has no ISO 9001 counterpart at all; the treatment of counterfeit, fraudulent and suspect items; reporting obligations under 10 CFR Part 21; record retention of a different order; and considerably harder expectations for auditor independence and qualification than clause 9.2 sets. If nuclear work is your destination, those are the areas to build strongly the first time rather than to the minimum.

Do you work with Volkswagen suppliers?

Only where the requirement is a general quality management system. Automotive OEM supplier requirements run through IATF 16949, and we do not offer IATF 16949 consulting. We would rather say that here than after a discovery call. If your flow-down names IATF, you need a firm that does that work.

Does Tennessee have its own OSHA programme?
